Job Description
The bi3 Fund is seeking an individual with 10+ years of experience in policy advocacy. This person will have the following skills, attributes, and competencies:

The VP of Health Policy and Advocacy works closely with the President of the bi3 Fund and the bi3 team to build strategic partnerships and expand the impact of bi3’s direct investments in policy and advocacy efforts that advance health equity. This person will lead the development, management, and implementation of bi3’s health policy agenda, develop and maintain effective relationships with policymakers, and work with the bi3 team and grantees to identify system barriers that must be addressed to achieve long-term change. The individual in this role must be mission-driven, strategic, creative, collaborative, relational, and passionate about making meaningful progress. This position will use a multi-faceted approach by working closely with internal and external stakeholders to help shape, align, and advance bi3’s role in policy advocacy.
Job Requirements
- Bachelor’s Degree, Master’s Degree preferred
- Knowledge of the legislative process, political acumen, issue framing
- 10+ years experience in professional policy advocacy
Job Responsibilities
- Develop, manage, and implement bi3’s health policy agenda; work with the bi3 team to identify barrers that bi3 grantees face to inform policy agenda and priorities. Under direction from the CEO, create, maintain, and oversee processes for effective implementation of advocacy work and activities, including tracking progress toward work plans and timelines; and conduct and lead development and execution of advocacy-related events and meetings. Develop and maintain effective relationships with local and state policymakers.
- Educate policymakers and other key stakeholders on bi3’s position on relevant policy and legislation; Study and analyze local, state, and federal health policies to determine impact on bi3 priority areas. Stay abreast on emerging and critical trends in public health, health policy and data, best practices, and opportunities; Research, write, and prepare advocacy materials (testimony, issue papers, policy briefs, press releases, talking points, letters, and background material); and ensure bi3 advocacy efforts elevate the voices of diverse stakeholders and partners.
- Develop and manage relationships with partner organizations representing key stakeholders, including business leaders and local policymakers, to develop and elevate strong champions for maternal and young child health and mental wellness. Create and leverage public-private partnerships to scale and sustain impact. Develop relationships with grantmakers and learning organizations locally, statewide, and nationally. Serve as point person for lobbyist, consultants, and funded advocacy organizations bi3 supports, e.g. Groundwork Ohio, Children’s Defense Fund, Ohio Children’s Alliance, HEY! Cincinnati.
- Ensure CEO attends the right meetings and builds the right partnerships with policymakers. Work with the bi3 communications team to create a plan for advancing bi3’s policy goals and draft compelling policy briefs, letters, and advocacy materials; Report/monitor bi3’s advocacy activities to ensure alignment with and progress toward achieving the organization’s vision and set objectives. Provide updates to the Board and key stakeholders on advocacy work, milestones, and planned activities. Operate as a leader and steward of the organization including, as needed, serving as an effective speaker for bi3 at select external events.
